The grain receipts information service “AgriBonds” (hereinafter – the Service) is implemented to manage the personal accounts of holders of electronic grain receipts issued by grain reception enterprises (hereinafter – GRE), licensed to provide warehousing services with the issuance of grain receipts.

The recording of grain receipts, including the execution of transactions (operations) with them and the confirmation of rights to grain receipts, is carried out in accordance with the Law of the Republic of Kazakhstan dated January 19, 2001 “On Grain” and other regulatory legal acts.


Electronic Grain Receipts – New Opportunities

Access

The Service is provided by the Joint-Stock Company “Information and Accounting Center” (hereinafter – the Registrar), authorized by law to render electronic services, to three categories of users:

  • Individuals – on a free basis. No authorization is required and they can view publicly available information on GREs and their capacity;
  • Employees of authorized government bodies (Ministry of Agriculture of the Republic of Kazakhstan, grain inspectors, GRE licensors) – based on a written application submitted to the Registrar;
  • Grain market entities (GRE** and holders of grain receipts) – on a paid basis, to ensure uninterrupted access to the Service. To gain access, the annual subscription fee must be paid according to the Price List and an application to join the User Agreement*** must be signed with an EDS.

* EDS – Electronic Digital Signature, issued by the National Certification Authority of Kazakhstan for legal entities.
** Access is granted to the primary manager and chief accountant of the GRE, authorized to sign electronic orders for the issuance and redemption of grain receipts with an EDS, as well as to perform informational operations (sample application). Upon logging into the “GRE Personal Account”, an EDS (for legal entities) containing the GRE BIN is verified. Operational accounting staff, lab technicians, and other GRE employees will be able to work in the “GRE Personal Account” if they possess the legal entity’s EDS (GRE) containing the GRE BIN. They will be able to create, save, and submit electronic orders for approval, but will not be able to sign them with an EDS.
